PRIORYTET 7 - POSZUKIWANIE PARTNERÓW
Professor Achilles Kapsalis University of Macedonia Economic and Social Sciences Department of Educational and Social Policy Egnatia 156 Street Postcode 54006, Thessaloniki / Greece Tel.: 0030 2310 891389 Fax: 0030 2310 891361 Email: kapsalis@uom.gr We wish to express our interest to participate in the current call for proposals under 'Citizens and Governance in a Knowledge-based society' of the 6th Framework Programme. There follows some information regarding our Organization: University of Macedonia Economic and Social Sciences Department of Educational and Social Policy Major 1: Continuing Education Major 2: Special Education Aims of the Department: The Department of Educational and Social Policy was established in an effort to serve certain areas of science that have become of special interest to the international community. In particular, the mission of the Department is: (1) to advance the social sciences in the sectors of educational and social policy by promoting academic and applied teaching and research, (2) to offer its graduates the necessary theoretical and practical training for their scientific and professional careers and development, (3) to promote research in educational and social policy and particularly in the fields of continuing education, the education of adults and of persons with special needs, training techniques, and the development and evaluation of social policy regulations. The Department works in partnership with Universities in England, Germany and Italy. We are highly interested in trans-national collaborative research with Institutions, Institutes or Departments in the field of all types and levels educators, training and development. Key areas of expertise: Family-school cooperation. Institutions, Institutes or Departments of all European countries are welcomed as partners. Contact: Prof. Gavriel Salomon Center for Research on Peace Education Haifa University, Haifa 31905, Israel gsalomon@research.haifa.ac.il Tel: +972-4-824-9373, Fax: +972-4-824-9372 Conflict Resolution, Anti-Racism and peace Education: The Search for a More Enduring Impact Our point of departure is the observation that the effects of education toward democracy, tolerance, anti-racism, peace education and similar programs appear to be short-lived. Our purpose is to develop the rationale, to design, to implement and to empirically study ways to make the effects of these programs more sustainable over time. The actual effects of programs of the kind mentioned above and their likes are often measured at their immediate conclusion. Little is known of their long-term effects. When such are measured or recorded, findings are disappointing: The effects appear to be short-lived (Kupermintz & Salomon, in press). The same appears to apply to the acquisition of conflict resolution skills (e.g., Sandy, Bailey, & Sloane-Akwara, 2000). There are many reasons as to why the effects of such programs are destined to be short-lived. One of the reason is that to the extent that those attitudes, beliefs, stereotypes and prejudices that become affected by some educational interventions they can also be adversely affected by strong political and social forces that negate the impacts of the programs. This then is a major challenge to the whole field: Finding ways to sustain the desired effects attained by anti-racism, conflict resolution, peace education and similar programs. For, after all, what is the point in having well designed programs if their effects do not survive the onslaught of time and politics? To sustain change, we'd need to meet a number of conditions such as: Public commitment to the changes, deepening relevant knowledge and increasing involvement in the changes (Krosnick & Petty, 1995). One method that is likely to entail these elements is having program graduates become instructors of the program, thereby provide the opportunity for sustaining the attained changes. We want to test the above claim through survey and experimental methods in as many countries as possible. The proposed project is designed for two years, during which more durable and less durable program effects are to be analyzed and compared and experimental interventions with peer-teaching by program graduates are to be carried out in the context of different programs. Partner Sought: We are seeking other European research institutions with a strong social science component as partner for the suggested research. ETE (Empowerment Through Electronics) Ltd. 39 Reading St. - Tel Aviv 69028 - Israel Tel: +972-3-7412616 Fax: +972-3-6993878 Email: office@eteglobal.com Website: www.eteglobal.com PRO- Parents Roles in Educational Systems The proposed project will be submitted under Priority 7 - Second Call - Part C, action: 8.3.3. Promoting international research and policy co-operation in social sciences and humanities (Closure date: April the 13th, 2005). The project aims to deal with the changing role of parents in the modern knowledge based society of today. This, in-light of the fact that educational settings are constantly evolving, and bringing changes in educational opportunities and goals; and since parents are required to be more active in their children's education, from the day they are born and until they are at least 18 years old. Another factor has bearing on the need of parents to collaborate with the educational settings of their children, is the fact that both schools and the parents have lost weight in young people's educational process due to the growing influence of other socializing agents such as popular and visual culture. It is the project's contention that collaboration between parents, schools and other educational players, will enable parents to take a more active role in their children education and create a richer educational environment, in which the educational setting and the familial unit are fertilizing each other and establishing a richer educational environment. In-order to tackle this issue systematically and in a mindful manner, the project will begin with assessing the current status in terms of current services and programs that deal with parents' involvement in education, as well as prior projects that dealt with this matter. It will also map and assess the co-operations and related attitudes of parents with various stakeholders. The assessments will serve as a base for drawing recommendations and suggesting an action plan as to how should all of the stakeholders involved should deal with the changes in parents' roles. The project will also develop a networking mechanism between parents and researchers, in-order to empower parents with a direct access to relevant scientific literature. Additionally, the project will outline recommendations regarding the ways to promote the reframing of parents' roles in educational system across Europe. Most dynamic now-a-days societies are those that base its development in an increasing growth of knowledge. Unlike the European education access standards, in emerging regions exist serious deficiencies in the access to basic education that have a clear incidence on social exclusion. It also has a repercussion on R&D policies, as, by exclusion, it limits the human resources that can take part of them.
A key question in our project is to find out if emerging regions of Latin America and the Caribbean (LAC) aim their efforts to acquire knowledge and technology to Europe or to other world centres. The case of Hungary will also be considered, as representative of the countries most recently incorporated to EU.
Our objectives are:
The expected Impact of the project is to let us know:

Research Cluster SOL at the Institute for Advanced Studies in Vienna, Austria The research cluster "Social Learning in Politics and Administration (SOL)" is an interdisciplinary research group of sociologists, political scientists and ethnographers concentrating on policy analyses. We are located in the Department for Sociology of the Institute for Advanced Studies, a non-profit research institute in Vienna, Austria. The Institute for Advanced Studies is a more than 40 year old organisation, which is highly internationalised and offers post-graduate education and scientific research in the disciplines of sociology, political science, economics and finance. The SOL working group seeks to better understand learning as a strategy of decision-makers to cope with uncertainty, risks and information-overload. We are interested in social learning as reflexive action with the goal to obtain better work processes and outcomes. Currently three research projects are dealing with social learning in the field of politics, TECHLEARN and RTD-GOV, both financed by the Austrian National Bank's Jubilee Fund, and LEARNPOL, financed by the Austrian basic research fund FWF. All projects focus on policy learning as a form of social learning, in which policy makers assess their own past policies as well as policies of other actors on national and international levels. The goal of such a process then is to deploy new policies, which are (better) suited to solve the problems they have been devised for. More information on the research cluster SOL can be found at the Institute for Advanced Studies' Internet site http://www.ihs.ac.at/index.php3?id=518 Information on the head of the research group, Dr. Peter Biegelbauer, is available in German under http://science.orf.at/science/biegelbauer/bio and in English on the site of the Sociology Department of the Institute for Advanced Studies under http://www.ihs.ac.at/index.php3?id=540&hr=46 - where also information can be found on the other group members, Dr. Erich Griessler, Dr. Bernhard Hadolt, Dr. Lorenz Lassnigg and Mag. Kurt Mayer.
